Or you could just spray a barium/aluminum chemtrail, use the photoelectric effect to ionize the barium and the conductive properties of dielectric aluminum oxide in an electric field like has been reported for the last decade of this research. At this point in time our air is basically plasma, so you don’t need windmills or powerlines for shag all. All you need is some moisture in the air.

i found a page that spoke of the governments interest in controlling this free flowing plama..this has been in play for at least 50years may be longer……lots of science documents regarding the plasma …from haarps own home page it shows what it is targeting ..applications of aerosols control weather and allow the interpretation of the weather…the low frequencies..at a continued pressure…in conjunction with cell towers..have far greater power than we might expect..
