The $20 RTL2832 – E4000 based Newsky TV301U USB dongle receiver can be used
as a Poor Man’s Spectrum Analyzer. The SDR# program is zoomed to display
about 20 kHz of RF spectrum centered on 145.25 MHz. The display shows the
frequency deviation of a short transmission with a Yaesu FT-60R handheld
without CTCCS tone, followed by a transmission with the tone turned on. A
momentary increase in transmitter frequency is observed at the beginning of
    each transmission.

Below the panadapter window, the waterfall shows a momentary increase in
the frequency at the beginning of each transmission.
