It must be something your neighbors are using during that time frame. Such
as a TV or something. It could also be something in your own house. So to
rule out that possibilty turn off your electrical breaker and see if it
stops. You can even turn off each breaker seperatly to try and rule out
each circuit in your house. If that doesn’t work then you can try using a
small handheld CB or else a battery powered AM radio. You can walk around
outside your house with it and try to determine where the noise is coming
from. If you discover it appears to come from a neighbors house then you
will have to have a talk with them I guess. Or check all the telephone
poles in your area too. If the noise comes from those then you will have to
call your local power company and have a chat with them. I hope you get it
    fixed. 73

Video cameras, computer power supplies, laptop power cords, living too
close to a traffic signal that is on a timer to stop and start at certain
times, a neon sign in a business that has a transformer that is near its
end, a florescent lights. Considering that is it on at the same time every
day, it could be something that always happens in those hours. The best way
to find it is to have a walkie talkie that has an RF gain that you can turn
down and walk about the neighborhood and follow the signal strength. It
    usually doesn’t take long.
